The “Lex Ukraine” Act introduces further measures in connection with the situation in Ukraine, responding to the current unfavorable developments in Ukraine ensuing the Russian military invasion. The situation has resulted in the mass migration of foreigners to the Slovak territory, necessitating the implementation of economic mobilization measures, especially with regard to the need to provide accommodation for foreigners, and to organize transport and health care.

The implementation of these measures must be preceded by declaration of a crisis situation. An amendment to the Civil Protection Act, therefore, enshrines a mass influx of foreigners as an event that justifies declaration of a crisis situation.

The “Lex Ukraine” Act also includes an amendment to the Asylum Act, which has enabled the Government of the Slovak Republic to declare the provision of temporary refuge even without a decision of the Council of the European Union. The amendment regulates in more detail the provision of temporary refuge in Slovakia.

An amendment to the Cyber ​​Security Act aims to prevent the spread of harmful content on the Internet by way of introducing a new concept of “blocking” websites disseminating misinformation.
