The National Council of the Slovak Republic has approved an amendment to Act No. 305/2013 Coll. on Exercising Powers of Public Authorities in Electronic Form and on Amendment to and Supplementation of Certain Acts (Act on e-Government), which will come into effect on November 1, 2017.

Following the first experience with the mandatory exercise of public authority in electronic form, the amendment has been prepared with the aim to simplify the use of electronic services and introduce a mechanism for monitoring compliance.

A significant change will be the introduction of a central delivery system for official documents. The public authorities will send all issued official documents electronically to the Government of the Slovak Republic, which will then send them either in electronic form to the activated electronic mailboxes or print them out and send them to the addressees who have not yet activated their electronic mailboxes.

Another benefit of the amendment should be the introduction of the possibility to pay administrative and judicial fees by means of a payment card, but it cannot be expected to be put into practice until several months after the amendment is effective.

The main areas of regulation also include unified delivery in the cases where the electronic mailbox is not activated; the introduction of the obligation to use the central electronic filing system; simplification of an electronic signature; unification of the method of payment of fees; modifications in the area of guaranteed conversion, authentication, use of electronic forms, and electronic delivery.
